1c salt, 2c (warm) water, 2c flour, 4tbsp cream of tartar, 2 tbsp veg oil
Dissolve the salt in the water in a big-ish sauce pan, place over med-low heat, add all remaining ingredients and stir with a wooden spoon until dough pulls away from the sides of the pan. Remove the dough from the pan and knead for about 2 min. as soon as its cool enough to touch. Keep tightly wrapped when not in use, will last for several months if not allowed to dry out.
